Fiscal Cliff Deal Leaves Charities' and NGOs' Fears Unresolved

The fiscal cliff agreement passed late last night extends some much-needed benefits and tax breaks, but looming spending cuts leave minority and poverty-stricken communities in limbo.

Leaders in the nonprofit community praised the bill's handling of some aspects like the charitable-giving tax deduction. But in other areas, they said they felt it failed to support them, and by extension, left poverty-stricken Americans who depend on their services in a state of flux.

Though it would have put billions of dollars back in the budget, Congress voted this week to keep the charitable deduction with one change: The deal brings back a limit on how much taxpayers can deduct.

The Limitation on Itemized Deductions, commonly called Pease after the congressman who created it, was part of the 1986 tax reforms and reduced deductions made by high-income earners. Yesterday's deal defines that threshold as those making $300,000 or more for couples and $250,000 for unmarried individuals.

But Tim Delaney, president and CEO of the National Council of Nonprofits, called the amount it shaves off wealthy American's itemized deductions nothing more than "a haircut."

"On the whole nonprofits, for the time being, are looking at [keeping the charitable deduction despite the cap] as a disaster averted, because there were proposals to substantially take away charitable giving," Delaney said.

Maya Wiley, president of the Center for Social Inclusion (an advocacy group focusing on eliminating social inequalities), said the extension of the earned income tax credit was especially important for African American households, whose real median income had not recovered to pre-recession levels at the beginning of 2012, according to the Census Bureau.

She also praised Congress for extending unemployment benefits.

The unemployment rate for black Americans in November was 13.2 percent, 5.5 points higher than the national average and 6.4 percent more than among whites.

But overall, Wiley called the deal "a fiscal fiasco" for its failure to address spending cuts that would mean a steep drop in discretionary spending.

Title I, a Department of Education initiative aimed at improving academic achievement in disadvantaged communities, is an example of a program that would face cuts under the sequester, according to Wiley.

Said Wiley, "1.6 million kids will lose funding just from Title I alone." Of that 1.6 million, Wiley said 1 million are black and Latino. "We haven't had a sufficient conversation about who really is going to get hurt by that."

Like a sword of Damocles, these prescribed cuts hang over the heads of charities and NGOs, keeping the nonprofits in a state of instability, not knowing if the local governments who hire them to serve their neediest residents will have the funding necessary to pay for their work two months down the road, according to Delaney.

The members of Congress who voted to put the cuts off until March "seem disconnected with the real work that's going on in their home states and their districts," Delaney said.

"The key is for them to recognize how their failure to act has created a dark cloud over the ability of community-based nonprofits to function, that the uncertainty of whether funds will flow to the states and to the local governments to meet their needs is causing consternation and freezing the ability of people to make informed decisions out in the field," DeLaney told ABC News by phone Wednesday.

But Fergus Hodgson, director of fiscal policy studies at the John Locke Foundation (a free-market think tank based in North Carolina), said the struggles experienced by nonprofits is "such a small drop in the ocean," in comparison with what he sees as the real problem at hand: reforming programs like Social Security and Medicare to curb the nation's growing debt.

"It's about reforming our future obligations or addressing them," Hodgson said. "There was absolutely no change to those forms of entitlements, and as we speak those entitlements or the deficits associated with them are just continuing on all the time."

JD Foster, a tax economist at the conservative Heritage Foundation, blamed President Obama for the lack of entitlement reform in the final bill.

"We had an opportunity to cut spending," Foster said. "And the president said no."

There was one thing actors on both sides agreed on: The deal left the country in a state of uncertainty instead of putting Americans' fears to rest.

Apple acknowledges Do Not Disturb bug, says it will magically fix itself on January 7th

Well, it's no "you're holding it wrong," but we can't say we're 100 percent satisfied with Apple's response to the recent discovery of a bug affecting iOS's Do Not Disturb feature. Starting January first, ringers failed to turn back on after the predetermined silent period. Today Cupertino seemed to acknowledge the existence of the flaw but, rather than offer a patch, it simply told customers to be patient:

"Do Not Disturb scheduling feature will resume normal functionality after January 7, 2013. Before this date, you should manually turn the Do Not Disturb feature on or off."

Understandably, it'll probably take longer than five days to find the offending code, whip up a fix, test it and roll it out to users. Still, a thorough explanation is always appreciated and the iOS faithful have already been patient enough.

A healthy drink for the new year: Citrus White Tea Latte | This Mama ...

Citrus White Tea LatteI bet that one of your new year?s resolutions is to eat healthier. After a very indulgent holiday season, it certainly is one of mine! We all need to try to consume at least five servings of fruit and vegetables each day to get a variety of vitamins, minerals and antioxidants to keep from getting sick this winter. That?s why finding ways to include them in your cooking is so important.

One classic healthy food is 100% Florida orange juice. It?s an excellent source of vitamin C, folate, vitamin B6, and carotenoids. All help support the immune system to help the body?s natural ability to resist colds and flu.

Luckily, orange juice is fun and easy to cook with and to include in your diet. I use it in marinades, salad dressings, smoothies and sauces. But have you ever tried it in a tea latte?

Check out this recipe from Florida Citrus? recipe database.? Between the OJ and the green tea, it makes a terrific healthy indulgence. If you can?t drink almond milk due to a food sensitivity or nut allergy, try soy or coconut milk instead. (Low or non fat cow?s milk is fine, too, of course!) To reduce calories, use stevia or Splenda to taste instead of agave nectar or honey. Finally, to froth the milk without having to get your cappuccino maker out, use a hand held milk frother. I love using mine and it works well on alternative milks (at least temporarily), too!

Citrus White Tea Latte

Serves 2

Ingredients:

  • 2 cups 100% Florida orange juice
  • 1 cup water
  • 2 bags green or white tea
  • 1/4 cup agave nectar or honey
  • 1/2 teaspoon grated orange zest
  • 1/4 teaspoon cinnamon
  • 1/2 cup almond milk
  • Orange curl for garnish, optional
  • Cinnamon stick, optional

Directions:

  1. In medium-sized microwave-safe bowl, heat orange juice, water and tea bags for 3 1/2 minutes on hight.
  2. Stir in agave nectar, orange zest and cinnamon and let tea steep for 4 minutes, then remove tea bags; reserve and keep warm.
  3. In medium-sized microwave-safe bowl, heat milk in microwave on high for 70 seconds (to about 150?F.).?
  4. Beat hot milk with hand mixer (using just 1 beater) until frothy foam forms.
  5. Pour tea mixture into two large mugs and add frothy milk foam on top, dividing equally.?
  6. Garnish with orange curl and cinnamon stick, if desired. Serve immediately.

Small businesses are cautious about the outlook for 2013, reports the latest Cbeyond Business Leader Snapshot Survey. The study of business sentiment and technology outlook among decision-makers at small and midsized businesses found that taxes, government regulations, the cost of labor and the federal deficit (are all weighing heavily on small business these days. In addition, 38 percent were concerned about how the Patient Protection and Affordable Care Act (ObamaCare) would impact their bottom lines in 2013.

In the face of these concerns, one area that small business owners are feeling positive about is the power of technology to help their companies grow. The study asked how companies would use technology in the coming year. Here are the tech tools that small businesspeople say will be ?very? or ?somewhat? important to them in the coming year:

  • 94 percent: network access (high-speed, always-on Internet access
  • 94 percent: desktop/laptop management (desktop support,

software/antivirus maintenance)

  • 91 percent: applications (security, productivity and collaboration software),
  • 90 percent: mobile services
  • 82 percent: cloud services

Small and midsized businesses are increasingly embracing the cloud. In fact, more than one in five respondents (21 percent) said it would be a ?major challenge? to run their businesses without cloud services (the use of hardware and software delivered online as a service).

That?s not surprising, given that cloud users are overwhelmingly quite happy with the results they?ve obtaining from the cloud. Some 83 percent say the cloud makes their businesses more flexible, 78 percent say it makes them more productive, and 71 percent say the cloud saves their companies money.

In the coming year, small and midsized business leaders say they plan to expand their use of cloud-based solutions to a wide range of business functions, including:

  • banking (i.e., online banking or cash management) ? 33 percent company email ? 33 percent
  • file sharing ? 30 percent
  • data archival ? 30 percent
  • for accounting ? 29 percent

Further evidence of the value of technology to small businesses is that 64 percent of companies in the survey expect to increase their technology budgets in 2013. Just 5 percent expect their tech budgets to shrink; 31 percent say the budget will stay flat.
